This got reverted in #3029. Just for reference as to why this can't work as-is: there can be easily be tens (or hundreds) of thousands of sent key-share requests in the store: cancelling and resending each of them will be hugely expensive, not only for the sending client, but also for any client which receives the requests and the homeservers between the two.
